Yep. The functions 'GetFileInfo' and 'SetFileInfo' in 'MacPerl.pm' will do
everything you want (aside from making you coffee and bringing you
breakfast in bed). Choose 'Macintosh specific features' from the Help menu
in MacPerl and scroll furiously downwards for complete documentation.
